How much water does a toddler need to drink every day?

Carol A. Savage, M.S., R.D., Registered Dietitian, Mother of Two, says:

The Institute of Medicine recommends 4 cups of water a day for a 1- 3 year old and 5 cups for 4 year olds. Offer water instead of additional juice and fruit drinks. When you go out to eat consider water and milk as beverage choices and offer water when your child is thirsty in warm weather or after exercise or sports. This way they will become used to drinking water on a daily basis.

Ok, as a standard measurement, 8 oz = 1 cup. So a 3 year old should have 32 oz a day. That seems like a lot of water for a child that young.

When you say 4 cups of water for a 1-3 yr old do you mean 8 oz cups? The reason why I ask is because I have a 16 month old who prefers water to anything and when I told her doc she drinks about 20 oz of water daily she said that was way too much. I was wondering your opinion.
